The Blue Brazil went ahead when Kyle Miller teed up Declan Hughes for his first goal for the club.
Miller also assisted Higgins to head home before Dale Hilson quickly reduced Forfar's deficit.
But Lewis Milne's unstoppable effort restored the visitors' two-goal advantage and ensured their place in Monday's draw.
