Mark McGuigan and Scott Chaplain netted for Rovers to put them two up.
David McKenna pulled one back for Shire from the penalty spot following a foul by Josh Mullin on Neil McCabe.
Chaplain's second preceded Jamie Pollock's dismissal for abusive language before the break and McGuigan doubled his tally late on.
