Striker Davitt Walsh is back at Institute after returning from New Zealand while Ryan Varma and Gary Henderson have left the club.
A point separates the teams ahead of Friday night's clash at Drumahoe.
Dungannon are one place above Institute, who are just a point clear of bottom side Warrenpoint Town.
Deeney is a North West native and he joins Institute after a spell with Midland League Premier Division club Basford United.
He played for Burton Albion when the non-league minnows held Manchester United to a scoreless draw in the the FA Cup in 2006.
"Saul Deeney is a good player with a lot of experience, and as a committee we're delighted to welcome him to the club," Institute chairman Keith McElhinney told the club website.
"Hopefully it won't be long before he makes his debut and I'm sure he will play a massive role in our end of season performances."
