Former Exeter City full-back Dawson and French central defender Gueguen with Dawson making his debut in the 0-0 draw at Wrexham on Saturday.
The Gulls are currently going through a and Hargreaves has previously said how
But he says players are happy to come to the club in order to play first-team games.
"Why not play on the pitch, rather than train with the club and trial?" Hargreaves said.
"That's where you put yourself in the shop window, performing, whether that be playing well and performing and getting a contract here, or someone else steps in.
"I've got no problem with that and I think James knows where I'm coming from, so does Ollie, so does Aaron, I've got no problem with the situation.
"As soon as I can press button I will do," Hargreaves added when asked when the club might be able to afford to complete the deals.
"Possibly it might have to take somebody to leave, be that on loan or permanently.
"So far that hasn't happened, I don't particularly want anybody to go, but if the money was right and they wanted to go, it might be a conversation."
