Jed Wallace's late goal saw Portsmouth finally see off Exeter at Fratton Park.
Wallace had earlier missed a second-half penalty, blazing well over after Grecians defender Christian Ribeiro had tripped Matt Tubbs in the area.
James Dunne struck the bar from long range, after Wallace had been denied by a fine save from Christy Pym.
Arron Davies clipped the bar for Exeter but it was the hosts who won the game in the last minute of normal time thanks to Wallace's fine solo effort.
Exeter have now won just one of their last nine games and are without a win in their last five.
Portsmouth manager Andy Awford told BBC Radio Solent:
"I think it was a fantastic game of football. Exeter fully played their part but I have to give our lads some credit today, they kept going right until the end.
"The spirit got us there in the end, after the penalty miss it would have been easy to drop heads but we kept going and we are delighted with the three points.
"I think we have looked solid since we changed the back, back to a three, and the whole team deserve credit for it. They have taken on board what we have tried to do on the training pitch and stuck to game plans."
