Graham Webster opened the scoring with a first-half strike.
Campbell's low shot shortly after the break doubled the hosts' lead and he soon grabbed his second from close range.
Third-place Arbroath huffed and puffed but got nothing for their efforts and their long wait for a win in 2015 continues.
