Brora Rangers will play Montrose in the inaugural Scottish League Two play-off final after beating Edinburgh City on penalties at Dudgeon Park.
Tied at 1-1 from the first leg, Ross Allum put City ahead before the break.
Scott Graham levelled to force extra-time and, with no further scoring, spot-kicks ensued.
Edinburgh missed two penalties and Brora were unsuccessful with one of theirs before Stuart Kettlewell clinched a 4-2 shoot-out win.
The Highland League side will take on League Two bottom side Montrose over two legs with a place in Scotland's fourth tier the prize for the winner. Edinburgh will remain in the Lowland League next season.
