Reading manager Steve Clarke hopes midfielder Jem Karacan will commit his future to the club and sign a new deal.
The 26-year-old is now out of contract and "keeping his options open," Clarke told BBC Radio Berkshire.
"We've made Jem an offer which we feel is a good one, but it would involve a bit of pay-as-you-play," Clarke said.
Injuries have hampered Karacan over the last two seasons with the Turkey international making just 16 appearances either side of a lengthy knee injury.
A broken ankle previously ruled him out of the run-in of Reading's Championship title-winning season in 2011-12.
"He has suffered a bit in recent years with injuries and he is looking at other clubs," Clarke added.
"I think he has got one or two potential offers from other countries that he wants to weigh up and see what happens."
