Angus MacDonald headed home Exodus Geohaghon's long throw to give the visitors the lead before Jordan Burrow equalised with a free-kick.
James Hurst headed in Dan Butler's cross only for Burrow to level the scores for a second time.
But Fisher won it for the Gulls with a neat finish before Bayan Fenwick saw red in injury time for kicking the ball away after being booked earlier on.
