Blackburn Rovers and Bolton Wanderers both remain without a win so far this season after an uninspiring goalless north-west derby at Ewood Park.
Blackburn's Jordan Rhodes twice headed wide during a first half in which neither side managed a shot on target.
Bolton substitute Emile Heskey's shot on the rebound was blocked on the line by Rovers defender Shane Duffy late on.
Wanderers' Dorian Dervite was then sent off for a second bookable offence in stoppage time, but Bolton held on.
Neil Lennon's side have now failed to score in any of their last four away league games, stretching back to 18 April.
A match of few clear chances almost provided a late winner, as both teams had their best efforts in the closing stages.
Blackburn's Bengali-Fode Koita had the ball in the back of the net after a Rhodes knock down, but was correctly adjudged to have been offside.
Heskey's effort moments later looked a certain goal had it not been for Duffy's superb block.
Bolton have now won only one of their last 13 away games.
Bolton Wanderers manager Neil Lennon told BBC Radio Manchester:
"It was an appalling performance from the referee against us. It was an awful performance. So inconsistent.
"He was watching a different game from me at times. The one on Mark Davies is a clear penalty. I can't believe it's not been given.
"It was just a constant frustration."
