O'Dowda opened the scoring for United with his third goal of the season before Stanley drew level against the run of play through Matt Crooks' chip.
Sercome restored Oxford's lead before doubling his tally and sealing the result from the penalty spot.
Oxford move ahead of Accrington into fifth with a second win in as many games while Stanley drop to seventh.
