Morecambe manager Jim Bentley says floods have made preparing for their Football League Trophy game at Fleetwood "a bit of a nightmare".
Around 55,000 homes in Lancashire were left without power over the weekend, with roads, schools and hospitals in the area also affected.
The Shrimps face Fleetwood in the Northern Area semi-final on Tuesday.
"With the weather we've had there's nowhere to train at the minute," Bentley told BBC Radio Lancashire.
"The other thing that there is, getting people in and out of Morecambe with the problem with the bridges, so it's been a bit of a nightmare really.
"It's not ideal preparation. We've got one or two lads who've been in darkness over the weekend.
"It's a big game for us, but I just feel so sorry for the people of Morecambe and Lancaster with the situation that they find themselves in."
