A drab first half came to life late on when Fleetwood goalkeeper Chris Maxwell saved from Theo Robinson and Sam Foley.
Antoni Sarcevic hit the bar for Fleetwood early in the second half, and Vale keeper Jak Alnwick denied Robert Grant.
