Serbia will face Scotland for a place at Euro 2020 after Sergej Milinkovic-Savic's extra-time goal defeated Norway in the play-off semi-finals.
The Lazio midfielder netted for the second time in the game 12 minutes into the added 30 to settle the tie.
His first goal, coming nine minutes before the end of normal time, had looked like the winner.
But Mathias Normann levelled with two minutes to go to keep Norway alive until Milinkovic-Savic's decisive blow.
It means Borussia Dortmund striker Erling Haaland will be unable to build on his ever-growing reputation at club level on the international stage next summer.
Serbia's opponents in the play-off final, Scotland, required a penalty shootout to see off Israel at Hampden Park.
