The Jordanstown player carded a double-bogey at 13 to go along with four bogeys and two birdies to finish with a four-over-par 76.
Meadow, who missed out on a full LPGA Tour card for 2015, lies joint 85th in the season's first major,
American Morgan Pressel leads by one shot on five under.
World number one Lydia Ko equalled the LPGA Tour record with her 29th consecutive under-par round.
The 17-year-old carded a 71 to equal Swede Annika Sorenstam's record.
New Zealand's Ko, who has won six LPGA Tour titles and is bidding to become the youngest major champion in LPGA Tour history, described her landmark as "pretty cool".
England's Charley Hull is three shots behind and Scotland's Catriona Matthew a further shot behind with Ko.
