Plymouth Devils promoter Mike Bowden says he will make changes to his side after their 53-40 home loss to Newport.
Only two riders, Ben Barker (18) and Jesper Kristiansen (9) scored scored more than four points for the Devils.
"We have a lot to learn in the Premier League and some of our riders are not doing the job they are paid to do," said Bowden.
"We need to make some changes because we can't keep on losing home matches," he added after the defeat.
Plymouth's loss keeps them rooted to the foot of the Premier League, four points adrift of second-from-bottom Leicester.
"It was a very disappointing performance against Newport apart from two members of the side who scored 27 of our 40 points," said Bowden.
But he could welcome back injured rider Lee Smart in time for upcoming matches against Edinburgh.
"Lee will be getting back on the bike over the next few days and if everything is okay he will available for our matches against Edinburgh next weekend," Bowden said.
Smart has been out since suffering serious burns to his thigh in a crash at Berwick at the end of April.
