New Zealand have left playmaker Benji Marshall out of their 2014 Four Nations training squad despite his return to the code from a spell in rugby union.
Kieran Foran, who is in the NRL finals with Manly, is likely to be preferred despite the 29-year-old's strong end to the season with St George-Illawarra.
Foran would join Shaun Johnson and former Wigan man Thomas Leuluai as Stephen Kearney's options at half-back.
Warriors' utility Ben Henry and Penrith stand-off Issac John are out injured.
Suaia Matagi and Fa'amanu Brown have also been named in Samoa's squad, with both players eligible for either nation.
New Zealand begin the Four Nations series against world champions Australia on 25 October in a repeat of last year's World Cup final, while England play Samoa in the second part of a double-header at Brisbane's Suncorp Stadium.
