Perpignan fly-half James Hook converted five penalties on his home debut to defeat Exeter in a tryless European Challenge Cup Pool Four encounter.
Gareth Steenson kicked the visitors into a 9-0 lead inside 20 minutes.
But Hook, who fired over a 49m penalty, pulled the hosts back to within three points at 12-9 at half-time.
Hook levelled soon after the break and, when James Scaysbrook was yellow-carded, landed the winning kick to leave Exeter with a losing bonus point.
