London Irish chief executive Andy Martin says the club need to move to a new training ground.
The Exiles were denied permission to build a new training base in Sunbury last week.
"Obviously we're licking our wounds at the moment but there were some positives in the report," Martin told BBC Berkshire.
"London Irish is a wider community club, we're quite unique in our set-up and we have to move from where we are."
Martin also moved to quash fears that an early exit from the Heineken Cup could cause the club major financial damage.
The Exiles are bottom of their pool, having lost both their opening pool games.
"We plan for all eventualities and our business plan does not include on-pitch financial success. You can never guarantee success on the field," he added.
"We're aiming to be a top-four side in the Premiership, that's what we plan for financially."
