Plymouth Albion recovered from conceding a penalty in the first 12 seconds to record their first victory under new director of rugby Pete Drewett.
Albion hit back with a penalty from Rob Avery-Wright and first-half tries from Paul Rowley and skipper Paul Bailey.
Both were converted by replacement Mark Lee, who also added the extras on his own try after the break.
All Neath's points came from the boot of 19-year-old Cameron Clement.
With neither side able to progress in the competition the game was a meaningless one but the performance of a number of fringe players will give Drewett much to think about before next week's trip to Cornish Pirates.
