Scott Matthews, Dafydd Howells, Luke Garrett and Harri Evans scored tries for Wales, with Angus O'Brien converting three and kicking a penalty. Ethan Davies converted one try.
Sam Pecqueur (2), Jamie Farndale scored Scotland's tries with Rory Hutchison and Ben Chalmers converting one each.
Wales face Fiji in their opening Junior World Championship game on June 2.
