Belle Vue have signed Richie Worrall on a full transfer from Scunthorpe after a move to Lakeside fell through.
The 21-year-old has already agreed a deal to ride for Premier League outfit Newcastle this season.
But his immediate future in the Elite League is uncertain as the Aces already have a full team in place for 2013.
"I'm pleased we didn't waste time to secure a fine rider. It was an opportunity we couldn't miss," promoter George Carswell told the club website.
Carswell continued: "We have worked very hard over the last three days to make it happen.
"I received a call to tell me there was a problem over his contract at Lakeside.
"I have a lot of respect for Lakeside and promoter Jon Cook, so we had a management discussion and we approached Jon out of courtesy to see what the situation was."
Worrall qualified for the World Under-21 final last year, but was unable to compete after suffering a double leg fracture in June.
Belle Vue, who finished bottom of the table in 2012, are due to begin their Elite League campaign at Eastbourne on Saturday.
